CBIC Revises MIP Tariff Values for Imports
Introduction
The Central Board of Indirect Taxes and Customs (CBIC) has issued Notification No. 13/2025-CUSTOMS (N.T.) dated March 13, 2025, revising the tariff values of several key imported commodities. This notification, issued under Section 14(2) of the Customs Act, 1962, amends Notification No. 36/2001-Customs (N.T.), originally published on August 3, 2001.
The revised tariff values cover essential commodities, including crude and refined edible oils, brass scrap, gold, silver, and areca nuts. These revisions are effective from March 14, 2025, and aim to align customs duty valuations with global market prices.
Key Changes Introduced in Notification 13/2025-CUSTOMS (N.T.)
The notification substitutes previous tariff values with the following updates:
1. Revised Tariff Values for Edible Oils & Brass Scrap

| 7 | Crude Soybean Oil | 1098 |
| 8 | Brass Scrap (all grades) | 5438 |
Implication: The revised values reflect recent fluctuations in global commodity prices, affecting import duty calculations on these goods.
2. Revised Tariff Values for Gold & Silver

| 1 | Gold (eligible under Notification No. 50/2017) | 941 per 10 grams |
| 2 | Silver (eligible under Notification No. 50/2017) | 1067 per kilogram |
| 3 | Silver (other forms, excluding currency coins, jewelry, or articles) | 1067 per kilogram |
| 4 | Gold bars, coins (99.5% purity and above) | 941 per 10 grams |
Implication: This update aligns India’s customs valuation of gold and silver with international bullion prices, impacting importers and traders.
3. Tariff Value for Areca Nuts

Implication: Despite global price shifts, the tariff value for areca nuts remains unchanged, ensuring stability for domestic traders.

1. Effect on Importers & Traders
- Edible Oil Importers: The increased tariff values on crude palm oil, RBD palmolein, and crude soybean oil could lead to higher import duties, potentially impacting domestic edible oil prices.
- Bullion Traders: The adjustment in gold and silver valuations aligns India’s gold import tariffs with global market prices, impacting jewelry manufacturers and bullion dealers.
- Brass Scrap Recyclers: The updated tariff value for brass scrap (US$ 5438 per MT) ensures fair valuation in imports, preventing duty evasion.
2. Effect on Government Revenue
- Higher tariff values lead to higher customs duties, boosting government revenue.
- This move also helps combat under-invoicing and tax evasion, ensuring fair tax collection.
