BIS Standards on Bearings and Bearings Components

In a significant move to enhance the quality and reliability of industrial components, the Government of India, through the Ministry of Commerce and Industry, has issued two key draft orders for bearings and their components under the Bureau of Indian Standards Act, 2016. These include:
- Bearings (Quality Control) Order, 2025
- Bearings Components and Accessories (Quality Control) Order, 2025
These orders aim to regulate the quality of bearings and their components by enforcing mandatory compliance with Indian Standards. Given the critical role of bearings in various industries, such as automotive, aerospace, manufacturing, and heavy machinery, this initiative is expected to improve safety, efficiency, and longevity in mechanical applications.
Understanding the Orders
Both orders set out compulsory certification and standardization for a wide range of bearings and bearing components. The key provisions are:
1. Mandatory Compliance with Indian Standards
All bearings and their components must conform to specific Indian Standards (IS) and bear the Standard Mark issued by the Bureau of Indian Standards (BIS) under the Conformity Assessment Regulations, 2018.
2. Different Implementation Timelines for Enterprises
To support smaller manufacturers, the government has staggered the enforcement timeline:
- General Enterprises: Compliance required within six months from notification.
- Small Enterprises: Compliance required within nine months.
- Micro Enterprises: Compliance required within twelve months.
This phased implementation allows MSMEs (Micro, Small, and Medium Enterprises) additional time to upgrade their production processes.
3. Exemptions for R&D and Exports
The order provides exemptions in specific cases:
- Research and Development (R&D): Manufacturers can import up to 200 units per year for R&D purposes. These must not be sold commercially and must be scrapped afterward.
- Exports: Bearings and components manufactured exclusively for export are exempt from the order.
4. Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) is designated as the authority responsible for certification and enforcement. Any manufacturer found violating the order will be subject to penalties under the BIS Act, 2016.
