Battery Waste Rules 2025-India
The Battery Waste Management Amendment Rules, 2025, issued by the Ministry of Environment, Forest, and Climate Change (MoEFCC), amends the Battery Waste Management Rules, 2022. The primary objective is to strengthen Extended Producer Responsibility (EPR) and improve waste management practices.
Key Amendments:
- Application & Enforcement:
- These rules effect from 24th February 2025.
2. New Packaging Provisions:
- The requirement for specific packaging provisions under the rules will not apply to packaging covered under Rule 26 of the Legal Metrology (Packaged Commodities) Rules, 2011.
3. Barcode or QR Code for EPR Compliance:
- Producers can comply with EPR requirements by printing a barcode or QR code containing the EPR registration number on:
- Batteries or battery packs.
- Equipment containing batteries.
- Packaging of battery/equipment.
- Bulk packaging (not for retail sale).
- Additionally, the EPR registration number must be printed in the product information brochure.
- The Central Pollution Control Board (CPCB) will maintain a public online database of producers and update it quarterly.
4. Chemical Marking Exemptions:
- The requirement to mark the chemical symbols for hazardous metals (Cadmium – ‘Cd’ and Lead – ‘Pb’) is exempted if the concentration levels are:
- Cadmium (Cd) ≤ 0.002% (20 ppm).
- Lead (Pb) ≤ 0.004% (40 ppm).
Background and Previous Amendments:
- The Battery Waste Management Rules, 2022 were first issued under the Environment (Protection) Act, 1986.
- Subsequent amendments were made on August 24, 2022, October 25, 2023, March 14, 2024, June 20, 2024, and December 3, 2024.
- The 2025 amendment builds upon these regulations by enhancing traceability, compliance monitoring, and industry accountability.

- For Producers: Increased responsibility for tracking battery waste and ensuring compliance with QR coding and EPR registration.
- For Regulators: Better monitoring and reporting of battery waste disposal and recycling.
- For Consumers: Improved transparency on battery disposal and potential environmental benefits.
