This order mandates Bureau of Indian Standards (BIS) certification for various types of hinges sold in India, ensuring compliance with Indian Standards (IS). The directive is set to come into effect from January 1, 2025, with phased implementation for small and micro enterprises.

Under this order, hinges listed in the official table must conform to specific Indian Standards (IS). Manufacturers must obtain a BIS Standard Mark License as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
2. Phased Implementation Timeline
The order will be implemented in a phased manner:
- January 1, 2025: The order comes into effect for all manufacturers and large enterprises.
- April 1, 2025: Compliance is mandatory for small enterprises.
- July 1, 2025: Compliance is mandatory for micro enterprises.
3. List of Hinges Covered Under This Order
The following types of hinges must adhere to Indian Standards (IS) and obtain BIS certification:
- Stainless Steel Butt Hinges (IS 12817:2020)
- Steel Butt Hinges (IS 1341:2018)
- Non-Ferrous Metal Butt Hinges (IS 205:1992)
- Tee and Strap Hinges (IS 206:2010)
- Parliament Hinges (IS 362:1991)
- Continuous (Piano) Hinges (IS 3818:1992)
- Steel Back Flap Hinges (IS 3843:1995)
- Double-Acting Spring Hinges (IS 453:1993)
- Cabinet Hinges (IS 18297:2023)
4. Exemptions
- Hinges manufactured for export purposes are exempt from this order.
5. Enforcement and Certification Authority
- The Bureau of Indian Standards (BIS) is the certifying and enforcing authority responsible for ensuring compliance.
6. Penalties for Non-Compliance
- Any manufacturer or seller who violates the provisions of this order will face penalties under the BIS Act, 2016.
