CBIC Imposes Anti-Dumping Duty on Acrylic Solid Surfaces Imported from China

The Ministry of Finance has issued Notification No. 07/2025-Customs (ADD) dated 25th March 2025, officially imposing anti-dumping duty on imports of Acrylic Solid Surfaces originating from China PR. This measure follows the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that dumped imports from China have caused material injury to the domestic industry.

Background of the Investigation

The DGTR initiated the investigation under F. No. 06/06/2023-DGTR. In its final findings dated 26th December 2024, it concluded:

  1. Dumped Pricing: Acrylic solid surfaces were exported from China to India at unfairly low prices.
  2. Injury to Domestic Industry: These imports caused material injury to Indian manufacturers.
  3. Causal Link: The injury was directly caused by dumped imports.

Product Description

The goods under scrutiny are classified under tariff items:

  • 3506 99 99, 3920 51 11, 3920 51 19, 3920 51 99, 3920 63 90, 3921 90 39, and 3926 90 69

They include:

  • 100% Acrylic solid surfaces
  • Corian sheets
  • PMMA sheets
  • Krion Methyl Methacrylic Resin Solid Surface Sheets

Excluded items:

  • Pure acrylic sheets
  • Acrylic laminates and decorative films
  • Polyester solid surface sheets
  • Modified acrylic solid surfaces

These duties are applicable for five years, unless amended earlier.

Currency & Calculation

  • Duty is payable in Indian Rupees.
  • The applicable exchange rate shall be determined as per notifications under Section 14 of the Customs Act, 1962.

  • Restore fair trade practices
  • Deter future dumping by establishing cost parity
