Mandatory BIS Certification for Electrical Appliances Used in Commercial Dispensing and Vending
The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has issued a new Quality Control Order (QCO) titled the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2024. This order was notified in the Gazette of India on 17th October 2024 and will come into effect in phases starting 1st April 2025.
Scope of the QCO
This Quality Control Order mandates compulsory BIS certification for electrical appliances used in commercial dispensing and vending, ensuring conformity to Indian Standard IS 302 (Part 2/Section 75): 2018.
Covered products include:
- Commercial beverage vending machines
- Electrical dispensing appliances used in commercial setups such as offices, restaurants, and public spaces
Implementation Timeline
| Category | Date of Implementation |
| General (excluding MSMEs) | 1st April 2025 |
| Small Enterprises | 1st July 2025 |
| Micro Enterprises | 1st October 2025 |
Key Provisions:
- Standard Mark Requirement:
- All covered products must bear the Standard Mark under a valid license from the Bureau of Indian Standards (BIS) as per Scheme-I of the Conformity Assessment Regulations, 2018.
2. Exemptions:
- The order does not apply to products manufactured for export.
- Up to 50 units per year can be imported for R&D purposes by manufacturers, provided they are not sold commercially and are disposed of as scrap after use.
3. Certification Authority:
- BIS is designated as the certifying and enforcement authority under this QCO.
4. Penalty Clause:
- Non-compliance with the provisions of this order will attract penalties under the Bureau of Indian Standards Act, 2016.
