DGFT Revises SION A-1303 for Di-Octyl Phthalate (DOP)
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, has issued Public Notice No. 7/2025-26 dated 6th May 2025, effecting a critical revision in the Standard Input Output Norms (SION) A-1303 related to the export of Di-Octyl Phthalate (DOP), a key PVC plasticizer.
What Does the Notification Say?
The DGFT, exercising its powers under Para 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, has amended the quantity permitted for one of the input items used in the manufacture of Di-Octyl Phthalate (DOP).
Amended SION A-1303 β Key Changes

No change has been made to the Phthalic Anhydride quantity.
Minor reduction of 0.02 kg in the permissible quantity of 2-Ethylhexanol, from 0.700 kg to 0.680 kg per kg of DOP exported.
Objective & Impact
This amendment reflects the government’s continuous efforts to rationalize input-output norms based on technical efficiencies, production data, and industry inputs.
Effect of the Public Notice:
- This amendment will be effective immediately.
- Exporters of DOP must adhere to the revised quantity of inputs for availing duty exemption benefits under schemes like Advance Authorization.
- Affects manufacturers and exporters of plasticizers and PVC compounds who rely on precise input norms for trade operations.
