New ICD at Jalna Approved by CBIC

CBIC

Dated: 04.06.2025

The Central Board of Indirect Taxes and Customs (CBIC), through its latest Notification No. 37/2025-Customs (N.T.) dated 26th May 2025, has officially notified Jalna as a new Inland Container Depot (ICD) in the State of Maharashtra. This significant development has been made by amending the earlier Notification No. 12/97-Customs (N.T.) dated 2nd April 1997.

Key Highlights of the Notification

  • Notification Number: 37/2025-Customs (N.T.)
  • Dated: 26th May, 2025
  • Issued by: Ministry of Finance, Department of Revenue (CBIC)
  • Legal Basis: Section 7(1)(aa) read with Section 7(2) of the Customs Act, 1962

What’s New?

In the principal notification of 1997, under Serial No. 9 pertaining to the State of Maharashtra, a new entry has been added:

  • New ICD Location: (xviii) Jalna
  • Permitted Activities: Unloading of imported goods and loading of export goods or any class of such goods.

This means that Jalna is now formally designated as an ICD, allowing it to operate for the customs clearance of both imports and exports.

Significance for Trade and Logistics

The inclusion of Jalna as an ICD will:

  • Boost trade logistics efficiency in the Marathwada region.
  • Reduce dependency on overburdened port-based ICDs in Mumbai and Navi Mumbai.
  • Enable regional exporters and importers to handle cargo locally, minimizing transport costs and lead times.
  • Enhance Jalna’s emerging role as an industrial hub, especially for steel, agro-processing, and engineering goods.

Background

This amendment is part of an ongoing exercise by the CBIC to decentralize and optimize India’s customs infrastructure by enhancing regional access to port-like facilities. The principal Notification No. 12/97-Customs (N.T.) has been periodically updated to reflect new logistics nodes as they are developed.

Legal Footnote

  • Statutory Authority: Customs Act, 1962 – particularly Section 7(1)(aa) which empowers the government to notify customs stations for specific functions.
  • Amendment Entry Reference: Inserted as Item (xviii) under Maharashtra in the Table of the 1997 Notification.

Conclusion

The recognition of Jalna as an ICD is a welcome move towards regional trade facilitation. Stakeholders in central Maharashtra, especially industries and exporters, stand to benefit greatly from this development. It is another step in the government’s vision of strengthening the logistics backbone and promoting ease of doing business across India’s hinterland.
