DGFT Notifies Application Process for Import of Restricted Low Ash Metallurgical Coke
The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has released Trade Notice No. 07/2025-26 dated 2nd July 2025, detailing the procedure for filing import authorization applications for Low Ash Metallurgical (LAM) Coke, which is subject to country-wise quantitative restrictions (QR).
This move follows the extension of safeguard quantitative restrictions notified earlier via DGFT Notification No. 22/2025-26 dated 30.06.2025, valid until 31st December 2025.

Low Ash Metallurgical Coke (with ash content below 18%) under ITC(HS) Codes:
- 27040020
- 27040030
- 27040040
- 27040090
is placed under restricted import category and subject to safeguard QRs to ensure availability and prevent market disruption.
Key Highlights of the Procedure
Application Portal
- Importers must apply online on the DGFT portal: https://dgft.gov.in
- Navigate to: Services → Import Management System → Import Authorization for Restricted Imports
- Use ANF 2M form
Application Deadline
- Applications can be submitted until 13th July 2025
Country-wise Filing
- Each application must indicate only one supplier country
- A maximum of three applications allowed per importer
Restriction Period
- Quantity sought must cover the entire period from 01.07.2025 to 31.12.2025
Documents to be Submitted
Applicants must upload a covering letter on company letterhead, signed by the authorized signatory, containing:
- Steel manufacturing capacity as of 31.12.2024 and 30.06.2025
- Total monthly Met Coke requirement
- In-house coke production
- Closing stock as of 30.06.2025
- Actual monthly requirement
- Quantity contracted with domestic suppliers
- Final monthly import requirement
- Status of past quota utilization, if applicable
Allocation and Monitoring
- A Special Exim Facilitation Committee (EFC) will review all applications and determine allocations.
- DGFT will review utilization in October 2025 and may adjust allocations accordingly.
- All authorization holders must submit utilization reports and any quantities for surrender by end of September 2025.

Mis-declaration Warning
- Any mis-declaration will lead to disqualification from allocation.
- DGFT reserves the right to alter the allocation process at any time.
