MoEF&CC Extends Annual Return Filing Deadline for PIBOs and PWPs

The Ministry of Environment, Forest and Climate Change has extended the deadline for the filing of Annual Returns under the Extended Producer Responsibility (EPR) framework for the financial year 2024-25.

New Extended Deadline: 31st July 2025

This extension applies to:

Producers, Importers & Brand Owners (PIBOs)
Plastic Waste Processors (PWPs)

Legal Basis

The extension has been granted as a special measure under the provisions of the Plastic Waste Management (Second Amendment) Rules, 2023. The decision was taken in view of:

Removal of operational difficulties
Ensuring smoother compliance by stakeholders
Reinforcing the environmentally sound management of plastic packaging waste

Why This Matters

Under the EPR Guidelines, PIBOs and PWPs are mandated to report their annual activities related to plastic packaging waste collection, recycling, and disposal. Timely and accurate filing of these Annual Returns is crucial for:

Demonstrating compliance with environmental regulations
Preventing littered and mismanaged plastic waste
Contributing to the national objectives of circular economy and sustainable waste management

The extension comes as a relief for many stakeholders still navigating compliance requirements and aligning their internal data reporting mechanisms.
