DGFT Launches Revamped eCoO 2.0 Platform for Non-Preferential Certificate of Origin

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, Government of India, is proud to announce the launch of the enhanced Non-Preferential Certificate of Origin (eCoO) system – eCoO 2.0. โ€‹ This upgraded platform is set to revolutionize the certification process for exporters, offering a host of new features designed to streamline operations and improve user experience. โ€‹

Key Features of eCoO 2.0 โ€‹

The revamped eCoO 2.0 system introduces several user-friendly functionalities, including:

  1. Multi-User Access: Exporters can now assign multiple users under a single Importer Exporter Code (IEC), enabling better team collaboration. โ€‹
  2. E-Signature Options: In addition to digital signature tokens, Aadhaar-based e-signing is now available for added convenience. โ€‹
  3. Integrated Dashboard: A unified platform provides seamless access to eCoO services, Free Trade Agreement (FTA) information, trade events, and more. โ€‹

The eCoO 2.0 system will be hosted on https://www.trade.gov.in, ensuring easy access for exporters and stakeholders. โ€‹

Implementation Timeline

The transition to eCoO 2.0 is scheduled as follows:

  • Onboarding of Issuing Agencies: From 19th August 2024 to 27th August 2024, Chambers of Commerce and other notified issuing agencies will be onboarded. โ€‹
  • Filing of Non-Preferential Certificates: Exporters can begin filing applications through the new system starting 28th August 2024. โ€‹

Transition Guidelines for Issuing Agencies โ€‹

Issuing agencies are required to complete specific onboarding tasks, including:

  • Designating an administrator for user and office management. โ€‹
  • Uploading images of stamps and issuing officersโ€™ signatures. โ€‹
  • Mapping issuing officers to respective offices. โ€‹

Issuing officers must register on the eCoO 2.0 system using their official email addresses and digital signature tokens to enable digital signing of certificates.

Transition Guidelines for Exporters โ€‹

Exporters should note the following:

  • Applications for Non-Preferential CoO submitted before 28th August 2024 will continue to be processed in the legacy eCoO 1.0 system. โ€‹
  • New applications from 28th August 2024 onwards must be filed on the eCoO 2.0 system. โ€‹
  • Existing exporter login credentials on the DGFT website will work seamlessly on the new platform. โ€‹

E-Wallet Facility

The eCoO 2.0 system introduces an e-Wallet feature for added convenience. โ€‹ However, wallet balances from the legacy system will not be transferred immediately. โ€‹ Users can add credits to the new e-Wallet as needed during the transition period. โ€‹

Outreach and Support โ€‹

To ensure a smooth transition, DGFT will provide comprehensive user guides, FAQs, and organize Exporter Outreach Programs. โ€‹ For assistance, stakeholders can contact the CoO Helpdesk via toll-free numbers or email at coo-dgft@gov.in. โ€‹
