Steel Industry’s Path to Self-Reliance and Global Leadership

The steel industry has long been recognized as the backbone of India’s economic growth, playing a pivotal role in sectors ranging from infrastructure and transportation to defence, space, and medical devices. At the 6th edition of the ISA Steel Conclave, Union Minister of Commerce and Industry, Shri Piyush Goyal, delivered a powerful address, urging the steel industry to embrace self-reliance, adopt Swadeshi principles, and reduce import dependence. His vision for the sector aligns with India’s broader goal of becoming a developed nation by 2047, with steel at the heart of this transformation.

A Call for Self-Reliance and Swadeshi Ethos 

Shri Piyush Goyal emphasized the need for the steel industry to examine its import and export profile, identify areas for import substitution, and strengthen domestic supply chains. He cautioned against predatory pricing by certain countries and highlighted the importance of self-sufficiency to ensure the long-term viability of the sector. By adopting Swadeshi principles, the steel industry can contribute significantly to the Atmanirbhar Bharat initiative, reinforcing India’s economic independence.

Expanding Global Opportunities through FTAs 

The government is actively negotiating Free Trade Agreements (FTAs) with several countries to open new avenues for the Indian steel sector in international markets. Shri Goyal highlighted the inclusion of “melt and pour” conditions in these agreements to protect Indian producers from low-cost steel imports routed through third countries. Recent milestones include the agreement with the EFTA group—comprising Switzerland, Norway, Liechtenstein, and Iceland—which will come into effect on October 1, 2025. Additionally, negotiations with the European Union and the United Kingdom are being fast-tracked, creating a framework for expanding steel exports while safeguarding national interests.

Capital Goods Manufacturing: A New Frontier 

India continues to import several categories of capital goods and equipment, presenting an opportunity for the steel industry to venture into domestic production. Shri Goyal urged the sector to explore this avenue, which would not only create new business opportunities but also contribute to India’s self-sufficiency in critical industrial capabilities.

Prefabricated Steel Structures: A Game-Changer for Urban Development 

The Minister highlighted the growing importance of prefabricated steel structures, particularly in urban construction and high-rise buildings. In cities like Mumbai, where slum rehabilitation projects are being executed through cross-subsidy models, prefabrication can significantly reduce costs, accelerate project timelines, and provide durable housing. Shri Goyal stressed that the adoption of prefabrication should be driven by its business merits, such as faster cash flow and efficiency, rather than mandates.

Shipbuilding: A Transformative Opportunity 

Shri Goyal identified shipbuilding as a sector with immense potential for the steel industry. With 5–6 high-quality private shipyards, advanced welding capabilities, and the ability to manufacture marine-grade steel, India is well-positioned to capitalize on this opportunity. The shipbuilding industry could generate 10–12 million jobs and enhance capacity utilization in the steel sector. The Minister is working with the Ministry of Shipping to explore policy changes that encourage more ships to be anchored and flagged in India, making shipbuilding a win-win sector for the nation and the industry.

A Roadmap for Growth and Sustainability 

The government has set an ambitious roadmap for the steel industry, including the goal of exporting 50 million tonnes of steel in the coming years. Shri Goyal called on the industry to be bold and ambitious in setting targets, assuring that the government would remain a 24×7 partner in addressing challenges such as raw material costs and ensuring competitive access to iron ore.

The Minister also linked the industry’s growth prospects to recent policy reforms, particularly the reduction in GST rates. These reforms are expected to boost consumer demand, attract investments, and create a positive cycle of growth for the steel sector. As demand for steel rises in parallel with India’s economic expansion, the industry stands to benefit significantly.

Steel: The Evergreen Sector 

In his concluding remarks, Shri Goyal reiterated that steel, along with cement, is an evergreen sector essential for the nation’s progress. He emphasized the importance of producing steel at competitive prices, strengthening self-reliance, and embracing Swadeshi principles. The steel industry, he said, will be central to achieving the ambitious target of 500 million tonnes of steel production and will play a decisive role in making India a developed nation by 2047.
