CAVR Order for Stainless Steel Importers
The Central Board of Indirect Taxes & Customs (CBIC), under the Ministry of Finance, Government of India, has issued a significant update for importers dealing with Stainless Steel of J3 grade. On 26th November 2025, the CBIC released CAVR Review Order No. 02/2025-Customs, extending the validity of CAVR Order No. 02/2023-Customs for an additional year. This extension is crucial for stakeholders in the stainless steel industry, as it impacts the valuation and import procedures for specific grades of stainless steel classified under various Harmonized System (HS) codes.

The Customs (Assistance in Value Declaration of Identified Imported Goods) Rules, 2023, were introduced to streamline the valuation process for certain imported goods, ensuring transparency and compliance with the Customs Act, 1962. Under these rules, the CBIC issued CAVR Order No. 02/2023-Customs on 15th November 2023, specifically targeting Stainless Steel of J3 grade. This order established guidelines for the valuation of these goods, classified under the following HS codes:
- 72191200, 72191300, 72191400, 72192390, 72193290, 72193390, 72193490, 72193590, 72199012, 72199013, 72199090, 72202029, 72202090, 72209022, 72209029, and 72209090.
The initial validity of the order was set to expire on 28th November 2025.
Key Highlights of the Extension
Recognizing the importance of maintaining consistency in the valuation process, the CBIC has now extended the validity of CAVR Order No. 02/2023-Customs for an additional year. The new validity period will commence on 29th November 2025 and remain in effect until 28th November 2026. This extension has been made under the powers conferred by clause (iv) of the second proviso to sub-section (1) of section 14 of the Customs Act, 1962, read with sub-rule (2) of rule 10 and rule 5 of the Customs (Assistance in Value Declaration of Identified Imported Goods) Rules, 2023.
