The Government of India has recently announced a significant amendment in the import policy for Low Ash Metallurgical Coke under Chapter 27 of the ITC (HS), 2022, Schedule-I (Import Policy). This change, notified through Notification No. 54/2025-26 dated 3rd January 2026, marks a progressive step in simplifying trade regulations and promoting ease of doing business in the country.

    • The amendment specifically applies to Low Ash Metallurgical Coke with an ash content below 18%. This includes various forms such as coke fines, coke breeze, and ultra-low phosphorous metallurgical coke.

Impact of the Notification

The revised import policy has several implications for businesses and industries:

  • Ease of Import: By changing the import policy from “Restricted” to “Free,” the government has removed barriers that previously required importers to seek specific permissions or comply with stringent conditions. This will streamline the import process and reduce administrative burdens.
  • Boost to Industries: Low Ash Metallurgical Coke is a critical raw material for industries such as steel manufacturing, foundries, and other metallurgical processes. The liberalized import policy will ensure a steady supply of high-quality coke, enabling industries to operate more efficiently and competitively.
  • Trade Facilitation: The amendment aligns with the government’s broader agenda of promoting ease of doing business and facilitating international trade. By removing restrictions, India is likely to attract more global suppliers and strengthen its position in the global trade ecosystem.
  • Cost Efficiency: With the import policy now being “Free,” businesses can source Low Ash Metallurgical Coke from international markets without additional regulatory hurdles. This could lead to cost savings and improved operational efficiency for industries relying on this material.

What Does This Mean for Importers?

Importers dealing with Low Ash Metallurgical Coke can now benefit from the following:

  • No requirement to comply with Policy Condition No. 8 of Chapter 27.
  • Simplified import procedures, reducing time and effort.
  • Greater flexibility in sourcing from international suppliers.

Conclusion

The amendment in the import policy for Low Ash Metallurgical Coke is a welcome move by the Government of India. It reflects the government’s commitment to fostering a business-friendly environment and supporting industries that rely on critical raw materials.
