Updates on Steel Import Monitoring System (SIMS) Registration Periods

Dated: 24.02.2026

The Ministry of Steel, Government of India, has issued a new notice (No. S-21022/9/2025-TRADE-TAX) dated February 19, 2026, regarding the advance registration period for the Steel Import Monitoring System (SIMS) Portal. This notice supersedes previous notifications issued on June 13, 2025, August 4, 2025, and September 10, 2025. The updated guidelines aim to streamline the registration process for importing steel products into India, ensuring better monitoring and compliance.

Key Highlights of the Notice

1. Advance Registration Periods for Steel Imports

The advance registration period for applying on the SIMS Portal has been revised for different categories of imports. The updated timelines are as follows:

  • Imports from Nepal, Bhutan, and Sri Lanka:
    • Registration can be done not earlier than 60 days and not later than 2 days before the expected date of arrival of the import consignment.
  • Imports from All Other Countries:
    • Registration can be done not earlier than 60 days and not later than 3 days before the expected date of arrival of the import consignment.

2. Special Provisions for Specific HS Codes and SEZ/EOU Imports

  • Items under Specific HS Codes of Heading 7204 of ITC(HS), 2022:
    • Registration must be completed not earlier than 60 days and not later than 2 days before the expected date of arrival of the import consignment.
  • Imports from SEZ/EOU to OTA:
    • Registration must also be completed not earlier than 60 days and not later than 2 days before the expected date of arrival of the import consignment.

3. Validity of Registration Number

Once the Automatic Registration Number is generated, it will remain valid for a period of 75 days. This ensures that importers have sufficient time to complete their transactions without the need for re-registration.

4. Effective Date

The revised guidelines will come into effect starting February 20, 2026. Importers are advised to adhere to these updated timelines to avoid any disruptions in their import processes.

What is the Steel Import Monitoring System (SIMS)?

The Steel Import Monitoring System (SIMS) is an online platform designed to monitor and regulate the import of steel products into India. It requires importers to register their consignments in advance, providing details such as the expected date of arrival, country of origin, and product specifications. This system helps the government track steel imports, ensure compliance with trade regulations, and maintain a balance in the domestic steel market.

Why Are These Changes Important?

The updated registration periods aim to enhance the efficiency of the SIMS Portal by providing clear timelines for importers. By categorizing imports based on their origin and product type, the Ministry of Steel ensures that the process is tailored to the specific needs of different stakeholders. This move is expected to improve transparency, reduce delays, and support the government’s efforts to monitor steel imports effectively.

What Should Importers Do?

Importers should take note of the revised registration periods and ensure timely compliance to avoid any penalties or disruptions. Here are some key steps to follow:

  1. Plan Ahead: Begin the registration process within the specified 60-day window before the expected arrival of the consignment.
  2. Check HS Codes: Verify whether your steel products fall under the specific HS codes of Heading 7204 of ITC(HS), 2022, as these have distinct registration requirements.
  3. Monitor Validity: Ensure that your Automatic Registration Number remains valid for the duration of your import process.
  4. Stay Updated: Regularly check the SIMS Portal and official notifications from the Ministry of Steel for any further updates or changes.

Conclusion

The revised guidelines for the Steel Import Monitoring System (SIMS) reflect the Ministry of Steel’s commitment to improving the import process for steel products. By adhering to these updated timelines, importers can ensure smooth operations and compliance with government regulations. As the new rules come into effect on February 20, 2026, it is crucial for stakeholders to familiarize themselves with the changes and plan their imports accordingly.
