DGFT Launches Online Module for Post Export EPCG Scrips: Seamless Issuance, Re-issuance, and Management for Exporters

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has introduced a significant upgrade for exporters holding Post Export EPCG authorisations. Responding to industry feedback about challenges with manually issued scrips, DGFT has launched an online module for the issuance, re-issuance, and management of Post Export EPCG Duty Credit scrips. This article provides a comprehensive overview of the new system, its benefits, and step-by-step guidance for exporters and stakeholders.

Why the Change?

Exporters previously faced difficulties utilizing manually or offline-issued scrips, leading to inefficiencies and delays. The new online module addresses these issues by:

  • Enabling seamless electronic issuance and management of scrips.
  • Facilitating direct data exchange between DGFT and ICEGATE (the customs electronic gateway).
  • Ensuring faster, more reliable scrip utilization for exporters.

Key Features of the Online Module

The module is accessible via the DGFT portal and is designed for both authorisation holders and Regional Authorities (RAs). Its main features include:

  • Electronic Scrip Generation:ย RAs examine requests and generate scrips online, which are then transmitted to ICEGATE for customs processing.
  • Scenario-Based Processing:ย The module supports multiple scenarios to ensure all possible cases are covered.

Supported Scenarios

Scenario 1: Authorisation Not Closed in System

  • Exporters can apply for closure of their Post Export EPCG Authorisation online, submitting all supporting documents.
  • Upon approval by the RA, the scrip is generated and transmitted electronically to ICEGATE.

Scenario 2: Scrip Not Transmitted or Expired

  • If a scrip was generated online but not transmitted to ICEGATE, or has expired, exporters can raise a Service Request Ticket on the DGFT portal.
  • After approval, the scrip is revalidated or retransmitted with a new expiry date.

Scenario 3: Manual Scrips or No Scrip Generated

  • If the authorisation is closed but no scrip was generated, or only a manual scrip exists, exporters can raise a Service Request Ticket.
  • They must provide details of the closure application, manual scrip status, and supporting documents.
  • Once approved, an electronic scrip is generated and sent to ICEGATE.

How to Use the Online Module

  1. Access the DGFT Portal:ย Log in with your credentials.
  2. Submit Applications:ย Depending on your scenario, apply for closure, revalidation, or electronic scrip generation.
  3. Attach Supporting Documents:ย Ensure all required documents are uploaded for faster processing.
  4. Track Status:ย Monitor your application and scrip status online.
  5. Raise Service Requests:ย For issues related to transmission or validity, use the Service Request Ticket feature.

Operational Support

Any operational or system-related difficulties encountered during processing or transmission should be reported to Policy Cell-5/EG&TF, DGFT (Headquarters) for resolution. Contact details are provided in the official trade notice.
