The Government of India has introduced a structured framework for the export of wheat, ensuring transparency, efficiency, and equitable allocation. This article provides a detailed overview of the modalities, eligibility criteria, application process, allocation mechanism, and compliance requirements for wheat export authorization.

1. Overview of Wheat Export Authorization

The Directorate General of Foreign Trade (DGFT) has announced the modalities for the export of 25 lakh metric tonnes (LMT) of wheat, as per Notification No. 13/2026-27. Exporters must adhere to the guidelines to obtain authorization and participate in the export process.

2. Application Submission Process

  1. Online Application Only:
    • Applicants with an active Importer Exporter Code (IEC) must apply online via the DGFT website (https://www.dgft.gov.in) under ‘Export Management Systems’ > ‘License for Restricted Exports’.
    • Applications submitted through other links, by post, or email are not valid.
  2. Application Window:
    • Applications are accepted from May 1, 2026, to May 10, 2026.
  3. Validity and Non-transferability:
    • Export Authorization is valid for six months from issuance.
    • Authorizations are strictly non-transferable and must be used by the IEC holder allotted.

3. Allocation Mechanism

A Special Exim Facilitation Committee (SEFC) reviews and recommends allocations based on eligibility and documentation.

Allocation Breakdown

  • 18 LMT:
    • For exporters with a minimum average annual export turnover of INR 150 crores in the last three years.
    • Minimum application quantity: 50,000 MT.
    • Chartered Accountant certificate with valid UDIN required.
  • 5 LMT:
    • For State Trading Enterprises and Cooperative Societies under the Government of India handling agricultural commodities.
  • 2 LMT:
    • For existing MSME exporters.
    • Minimum application quantity: 10,000 MT.

Allocation Criteria

  • Previous export history and confirmed export orders/contracts must be submitted.
  • SEFC reviews export status after three months and may re-allocate unutilized quantities, especially if less than 50% of allocated quantity is exported.

4. Required Documentation

Applicants must submit:

  1. Copies of confirmed export orders/contracts.
  2. Past export performance for the preceding five financial years (in INR).
  3. Chartered Accountant certificate with valid UDIN supporting turnover requirements.

5. Disqualification Criteria

Applications will be disqualified if:

  • Quantity applied is less than prescribed minimums.
  • Not submitted through the DGFT portal or outside the application window.
  • Misdeclaration or submission of multiple applications by the same IEC holder.

6. Reporting and Compliance

  • Exporters must submit monthly progress reports to sefc-wheatflour-dgft@gov.in by the 5th of every month.
  • Additional documents may be requested by SEFC.
  • Non-compliance may result in action under the Foreign Trade (Development & Regulation) Act, 1992.

7. Effect of the Public Notice

All applications for wheat export authorization will be processed strictly as per these modalities. Exporters are advised to ensure compliance with all requirements to avoid disqualification.
