The Government of India has recently announced significant amendments to the import policy conditions for specific silver-related items under Chapter 71 of the ITC (HS), 2022, Schedule-I (Import Policy). This move, published via Notification No. 19/2026-27 by the Directorate General of Foreign Trade (DGFT), aims to enhance regulatory oversight and streamline the import process for silver and its related forms.

Overview of the Amendment

The amendments are enacted under the powers conferred by the Foreign Trade (Development & Regulation) Act, 1992, and are aligned with the Foreign Trade Policy, 2023. The changes are effective immediately and specifically target certain ITC HS Codes related to silver, including unwrought silver, silver powder, and silver grains.

Key Changes in Import Policy Conditions

The notification details revised import policy conditions for the following ITC HS Codes:

  1. 7106: Silver (including silver plated with gold or platinum), unwrought or in semi-manufactured forms, or in powder form.
  2. 71061000: Silver powder
    • Previous Policy: Import was allowed only through nominated agencies as notified by the Reserve Bank of India (RBI) for banks and by the DGFT for other agencies.
    • Revised Policy: Imports through nominated agencies notified by the RBI (for banks) and by the DGFT (for other agencies) are now permitted only against a valid Import Authorisation issued by the DGFT.
  3. 710691: Other unwrought silver
  4. 71069110: Silver grains
    • Previous Policy: Import was allowed only through nominated agencies.
    • Revised Policy: Imports through nominated agencies notified by the RBI (for banks) and by the DGFT (for other agencies) are permitted only against a valid Import Authorisation issued by the DGFT.

These amendments introduce a stricter regulatory framework for the import of silver and its forms:

  1. Import Authorisation Requirement: All imports of silver powder and grains must now be backed by a valid Import Authorisation from the DGFT, even if routed through nominated agencies.
