CDSCO Enforces Strict Ban on Chloramphenicol and Nitrofurans in Food-Producing Animals to Safeguard Exports and Public Health
The Government of India has taken decisive action to safeguard public health and protect the reputation of Indian food exports by prohibiting the import, manufacture, sale, distribution, and use of drug formulations containing Chloramphenicol and Nitrofurans in all food-producing animal rearing systems. This article provides a comprehensive overview of the ban, its enforcement, and its significance for stakeholders across the food and pharmaceutical sectors.
Background and Rationale
Chloramphenicol and Nitrofurans are antimicrobial agents previously used in veterinary medicine. However, their residues in food products, especially seafood like shrimp, have raised serious health concerns internationally. Despite a prior notification (S.O. 1158 dated 12.03.2025) banning these substances, recent export consignments have continued to test positive for residues, resulting in significant rejections by major markets:
- 43% of Indian shrimp export consignments were rejected in 2025 by the EU, USA, and Japan due to the presence of these drug residues.
- The majority of affected farms were located in Andhra Pradesh (74%), followed by Odisha (13%), West Bengal (8.7%), and Gujarat (4.3%).
Enforcement and Compliance Measures
To address ongoing violations and ensure strict compliance, the Central Drugs Standard Control Organization (CDSCO) has issued the following directives:
- Enhanced Inspection and Vigilance
- Inspectorate staff across all states and union territories are instructed to intensify monitoring of the manufacture, sale, and distribution of Chloramphenicol and Nitrofurans.
- Veterinary medical shops and related establishments are subject to regular audits and inspections.
- Reporting and Accountability
- States are required to provide detailed reports on:
- The current mechanisms for implementing the ban.
- The number and outcomes of inspections conducted.
- Details of punitive actions taken against violators.
- States are required to provide detailed reports on:
- Strict Regulatory Controls
- These drugs and their formulations may only be sold to licensed manufacturers for legitimate purposes, with full reconciliation and documentation.
- Any violations are subject to regulatory action under the Drugs & Cosmetics Act, 1940, and its associated rules.
Implications for Stakeholders
For Exporters and Farmers
- Compliance is critical to avoid export rejections and protect market access.
- Farms must ensure that no banned substances are used in animal rearing, especially in aquaculture.
For Veterinary Drug Suppliers
- Only licensed entities may handle these substances, and all transactions must be properly documented.
- Non-compliance can result in severe penalties, including suspension of licenses and legal action.
For Regulatory Authorities
- Timely and transparent reporting of enforcement actions is essential.
- Ongoing training and sensitization of inspectorate staff are necessary to maintain vigilance.
Conclusion
The prohibition of Chloramphenicol and Nitrofurans in food-producing animals is a crucial step to ensure food safety, maintain the integrity of Indian exports, and comply with international standards. All stakeholders must collaborate to enforce these regulations effectively and uphold India’s reputation in global markets.
