1. Application Process
- Submission Deadline: Tenders must be submitted in sealed cover to APEDA, New Delhi, by 2:00 PM on July 2, 2026. Tenders will be opened at 3:30 PM the same day.

- Required Format: Use Annexure-I for the tender application.
2. Eligibility Criteria
- Valid IEC Code: Exporter must possess a valid Importer Exporter Code.
- Turnover Certificate: Submit a CA-certified turnover certificate for sugar trade for the last three years (2022-23, 2023-24, 2024-25). The average turnover must be at least three times the quota requested.
- Proforma Invoice/Contract: Must have a valid contract with the importer.
- No Blacklisting: Exporter must not be blacklisted by any government organization (Declaration as per Annexure-V).
3. Required Documents
- Copy of valid IEC code
- CA-certified turnover certificate
- Copy of Proforma Invoice/Contract
- Declaration of not being blacklisted
- Original Bank Guarantee (5% of TRQ value at applied FOB price, valid up to December 31, 2026)
- Receipt of processing charges (Rs. 11.80 per MT, inclusive of GST, paid online)
- Application fee (Demand Draft of Rs. 23,600/- per bid)
4. Allocation Criteria
- Basis: Highest FOB price (USD/MT) quoted by applicants.
- Pro-rata Allocation: If multiple applicants quote the same highest price, allocation is on a pro-rata basis.
- Bid Limits: Maximum allocation per bid is 1,650 MT; total allocation per bidder is capped at 4,300 MT.
5. Post-Allocation Compliance
- RCAC Issuance: Registration-cum-Allocation Certificate (RCAC) will be issued within 15 working days, valid up to September 30, 2026.
- CQE Application: Exporters must apply for Certificate for Quota Eligibility (CQE) by August 14, 2026.
- Export Deadline: Consignments must reach the USA for customs clearance before September 30, 2026.
- Reporting: Exporters must submit monthly export status and final export details with supporting documents (commercial invoice, shipping bill, bill of lading, import declaration from USA customs).
- Penalty: Failure to export the full allocated quantity within the validity period will result in forfeiture of the performance bank guarantee.
