The Government of India has issued Trade Notice No. 08/2026-27, dated 1st July 2026, introducing significant amendments to the Market Access Support (MAS) guidelines under the Export Promotion Mission (EPM) – Niryat Disha. Key Amendments Introduced

1. Reduction in Minimum Delegation Size for BSMs

  • Previous Requirement: A minimum delegation size of 50 participants was recommended for each Buyer-Seller Meet (BSM).
  • Amended Guideline: The minimum delegation size for BSMs has been reduced to 25 participants.
    • Implication: This change lowers the threshold for organizing BSMs, making it easier for smaller industry groups and export councils to participate in international events. It is expected to encourage broader participation, especially from MSMEs and niche sectors.

2. New Operational Guideline on Event Cancellations and Refunds

  • Inserted Clause: In cases where an event is cancelled or there is a decision to withdraw from participation, any advance grant released must be refunded within 15 days from the date of cancellation or withdrawal.
    • Penalty for Delay: If the refund is not made within the stipulated period, the funding obtained must be returned along with simple interest at 10% per annum, calculated from the date of communication of cancellation or withdrawal.
    • Implication: This provision ensures greater accountability and timely financial reconciliation. It protects government funds and encourages prompt action by participating organizations in the event of cancellations.

Unchanged Provisions

All other provisions of the earlier Trade Notice No. 19/2025-26 (dated 31st December 2025) remain in effect.

The amendments are specifically targeted at improving operational efficiency and financial discipline within the MAS framework.

  1. Review Delegation Plans: Export councils and trade bodies should revise their BSM planning to align with the new minimum size requirement.
  2. Update Internal Processes: Organizations must establish clear protocols for refunding grants in case of event cancellations, ensuring compliance with the 15-day deadline.
  3. Monitor Compliance: Finance and compliance teams should track all communications related to event participation and cancellations to avoid interest penalties.
