Clarifications on Interest Subvention Support for Export Credit under the Export Promotion Mission (EPM)
The Government of India has issued important clarifications regarding the implementation of interest subvention support for pre- and post-shipment export credits under the Export Promotion Mission (EPM). These updates, released through Trade Notice No. 13/2026-27, address operational and technical queries raised by lending institutions and exporters, ensuring smoother and more transparent processing of export credit claims.
Background
Interest subvention support is a key initiative under the EPM, designed to make export credit more affordable for Indian exporters. The Directorate General of Foreign Trade (DGFT) has periodically updated the guidelines to streamline the process and address practical challenges faced by banks and exporters. The latest clarifications respond to issues related to claim timelines, UIN (Unique Identification Number) generation, and year-specific claim mapping.
Key Clarifications Issued
1. Submission of Revised/Additional Claims (JanβApr 2026)
- Banks may submit additional claims for eligible export credits disbursed on or after 2 January 2026, provided the UIN was generated on or before 31 May 2026.
- The deadline for such submissions is 31 July 2026.
2. UIN Generation Window for FY 2026-27
- The relaxation allowing UIN generation up to 31 May 2026 applies only to eligible export credits disbursed on or after 2 January 2026.
- For FY 2026-27 onwards, UINs must be generated within 15 days from the date of original disbursal.
3. Timeline for Claim Submission When UIN Is Generated After Month-End
- If export credit is disbursed at the end of a month, exporters have until the 15th of the following month to generate the UIN.
- Banks may submit claims within one month from the date of disbursement, ensuring UIN validation before claim finalization.
4. UINs for Pre- and Post-Shipment Credit
- Separate UINs are required for pre-shipment and post-shipment export credit facilities.
- A single UIN cannot be used for both types of credit; claims must correspond to the relevant facilityβs UIN.
5. Year-Specific UIN and Claim Filing for Running Accounts
- Claims must be filed against the UIN corresponding to the financial year in which the credit was disbursed.
- For running pre-shipment credit accounts spanning multiple years:
- The UIN for FY 2025-26 is valid for claims up to 31 March 2026.
- For interest subvention in FY 2026-27, a fresh/revised UIN is required.
- Monthly claims must be cross-mapped to the correct UIN for each financial year.
Example:
- Loan disbursed on 15 March 2026 (FY 2025-26), outstanding into FY 2026-27.
- Interest subvention for March 2026 is claimed under the FY 2025-26 UIN.
- For AprilβJune 2026, a new UIN for FY 2026-27 is needed.
6. Claim Submission for Past Cases Where Subvention Was Not Passed Upfront
- For export credits disbursed on or after 2 January 2026 where the UIN was generated later, banks may submit additional claims before 31 July 2026.
7. Filing Mechanism for Past Claims
- Additional claims for JanuaryβMay 2026 must be filed separately through the DGFT online module.
- These cannot be clubbed with regular monthly claims for June 2026.
- An external auditorβs certificate is required for such additional claims, certifying the eligible period.
Implementation Guidance for Banks and Exporters
- Adhere to UIN timelines: Ensure UINs are generated within the prescribed period for each financial year.
- File claims promptly: Submit all additional and regular claims within the specified deadlines.
- Maintain year-wise mapping: Use the correct UIN for each financial year, especially for running accounts.
- Prepare auditorβs certificates: For additional claims, secure the necessary external auditorβs certification.
- Use the DGFT portal: All claims must be filed through the official online module, following the updated procedures.
