Streamlining Customs Clearance for Personal Imports: New SOP for Foreign Post Offices
The Central Board of Indirect Taxes & Customs (CBIC) has introduced a comprehensive Standard Operating Procedure (SOP) for the clearance of personal imported goods through Foreign Post Offices (FPOs) in India. This initiative, outlined in Circular No. 35/2026-Customs, aims to modernize and harmonize customs procedures using a risk-based, technology-driven approach under the Postal Import Regulations, 2025.
Key Highlights of the New SOP
1. Technology-Driven FPO Import Application
- Deployment: The FPO Import Application is now operational at major FPOs including Bengaluru, Kochi, Mumbai, APSO Mumbai, Kolkata, Ahmedabad, Chennai, and Delhi.
- Integration: The application is integrated with the Risk Management System (RMS) for automated risk assessment and streamlined facilitation of postal imports.
2. Uniform Procedures Across FPOs
- Consistency: The SOP ensures uniform customs procedures nationwide, addressing the need for standardization beyond location-specific public notices or SOPs previously issued by field formations.
3. Step-by-Step Process for Personal Postal Imports
a. Receipt and Presentation
- The Postal Authority electronically submits a list of imported postal articles to customs officers on the day of arrival.
- Details are received via the “Article Arrival Info” tab in the FPO Import Application, enabling prompt screening and inspection.
b. Customs Assessment and Examination
- Risk-Based Assessment: Where Electronic Advance Data (EAD) is available, assessment is conducted prior to arrival, guided by RMS instructions.
- Physical Examination: Only consignments flagged by RMS or identified through intelligence or discrepancies are physically examined. For RMS-facilitated articles, reasons for examination must be documented in the system.
- Document Call Letter (D-Call Letter): If additional information is needed, customs issues a D-Call Letter electronically to the importer or agent. The letter specifies required documents and aims to consolidate queries to avoid repeated requests.
- Timely Processing: Upon receiving the necessary documents, customs finalizes the assessment quickly. If no response is received within 30 days, or information is insufficient, assessment proceeds based on available records.
- Monitoring: Field formations regularly monitor pending assessments to ensure timely clearance.
c. Clearance of Articles
- After assessment and completion of formalities, customs issues a clearance order electronically (or manually for non-EAD articles) to the Postal Authority.
- No article is delivered until customs clearance is granted and duties are paid as per procedure.
4. Commercial Imports
- The SOP specifically covers personal imports. Commercial or non-personal goods continue to follow the procedures outlined in Circular No. 14/2018-Customs.
