DGFT Revises Trade Finance Sub-Committee Under Export Promotion Missionβs Niryat Protsahan Sub-Scheme
The Directorate General of Foreign Trade (DGFT), Department of Commerce, has announced a revised composition of the Sub-Committee on Trade Finance constituted under the Niryat Protsahan sub-scheme of the Export Promotion Mission (EPM).
Through Trade Notice No. 29/2026-27 dated 1 October 2026, the Government has introduced a common Sub-Committee structure that will apply uniformly across all Trade Finance interventions under Export Promotion Mission β Niryat Protsahan.
Background: Export Promotion Mission and Niryat Protsahan
- According to the Trade Notice, the Export Promotion Mission has been implemented through Trade Notices issued from time to time under the Niryat Protsahan sub-scheme.
- A dedicated Sub-Committee on Trade Finance was constituted to oversee and monitor implementation of the trade-finance interventions forming part of the scheme. Its composition had previously been notified separately through Trade Notice Nos. 20/2025-26 and 21/2025-26 dated 2 January 2026, 25/2025-26 dated 20 February 2026, and 31/2025-26 and 32/2025-26 dated 6 March 2026.
- The latest Trade Notice revises that institutional arrangement by prescribing a composition applicable uniformly to all Niryat Protsahan Trade Finance interventions.
Revised Composition of the Trade Finance Sub-Committee
- Annexure-I to the Trade Notice sets out a broad inter-agency structure bringing together the Department of Commerce, Ministry of MSME, Ministry of Finance, DGFT and institutions operating in the fields of credit guarantees, export finance, banking and financial services.

The Development Commissioner, Ministry of MSME and the Additional Secretary (Trade Finance), Department of Commerce will therefore jointly function as Co-Chairs, while the Joint DGFT, EPM Section will serve as Convenor.
Stronger Inter-Agency Focus on Export Finance
- The revised composition is notable for bringing together institutions representing several components of the export-finance ecosystem.
- The presence of CGTMSE and NCGTC brings credit-guarantee institutions into the Committee, while EXIM Bank provides an export-financing perspective. ECGC, the Indian Banks’ Association, IFSCA, and representatives of Factoring NBFCs participate as invitees.
- This structure creates an institutional forum capable of considering trade-finance interventions from the perspectives of exporters, MSMEs, banks, guarantee institutions and other financial-sector participants.
Committee Can Bring in Industry and Domain Experts
- An important feature of the revised framework is its flexibility.
- The Trade Notice expressly permits the Sub-Committee to co-opt members or invite other participants whenever required. It further provides that domain experts or industry representatives having demonstrated experience in trade finance may be associated for technical appraisal or otherwise.
- This provision may be particularly relevant where implementation of a trade-finance intervention requires specialised knowledge of export credit, factoring, credit guarantees, banking structures or sector-specific financing constraints.
Why the Revision Matters for Exporters and MSMEs
- Access to finance remains an important operational consideration for exporters, particularly MSMEs undertaking cross-border transactions. Export financing can involve multiple stakeholders, including commercial banks, export-credit institutions, credit-guarantee mechanisms, factoring entities and government departments.
- The revised Committee brings several such stakeholders within a common institutional framework for oversight and monitoring of the Trade Finance interventions under Niryat Protsahan.
- Importantly, however, Trade Notice No. 29/2026-27 is primarily an institutional and administrative revision. The document does not itself announce a new loan product, interest rate, subsidy amount or exporter entitlement. Its immediate effect is to revise the composition of the Sub-Committee responsible for the relevant interventions.
Existing Niryat Protsahan Provisions Continue
- DGFT has specifically clarified that all other provisions of the Trade Notices already issued under the Niryat Protsahan sub-scheme of the Export Promotion Mission remain unchanged.
- Accordingly, Trade Notice No. 29/2026-27 should be read principally as a revision of the governance mechanism for the Trade Finance interventions rather than as an amendment to their substantive terms.
