CBIC Imposes Anti-Dumping Duty on Titanium Dioxide Imports from China

Dated: 26.10.2026

India has imposed anti-dumping duties of USD 460–681 per metric tonne on specified titanium dioxide imports linked to China, effective for five years from the notification’s publication unless changed earlier.

Why the duty was imposed

The Central Government acted after the designated authority concluded that titanium dioxide from China was being exported to India at dumped prices, with a significant dumping margin above the de-minimis threshold. The findings also state that these imports caused material injury to the Indian domestic industry and created a threat of further injury.

The measure follows remand proceedings connected with the Calcutta High Court case Indian Paint Association v. Union of India & Ors. The government has imposed the duty under Section 9A of the Customs Tariff Act and the applicable Anti-Dumping Duty Rules.

Products covered

The notification applies to titanium dioxide imported under tariff items:

  • 2823 00 10
  • 3206 11 10
  • 3206 11 90

Customs classification is indicative. Whether the duty applies is determined by the product description and scope set out in the notification, rather than the tariff code alone.

The duty covers goods originating in China PR, including goods exported to India through a third country. It also covers goods originating outside China PR when they are exported from China PR.

Duty rates by producer

Producer categoryAnti-dumping duty
Anhui Gold Star Titanium Dioxide (Group) Co., Ltd. and Anhui Gold Star Titanium Dioxide Trading Co., Ltd.USD 609 per MT
Shandong Jinhai Titanium Resources Technology Co., Ltd. and Shandong Xianghai Titanium Co., Ltd.USD 563 per MT
LB Xiangyang Titanium Industry Co. Ltd.; LB Sichuan Titanium Industry Co., Ltd.; LB Lufeng Titanium Industry Co., Ltd.; LB Group Co., Ltd.; and Henan Billions Advanced Material Co., Ltd.USD 460 per MT
Non-sampled cooperative producers listed in the notificationUSD 510 per MT
Other Chinese producers exporting through countries other than China PRUSD 681 per MT
Goods originating outside China PR but exported from China PRUSD 681 per MT

The USD 460 per MT rate is the lowest listed rate, while the residual rate of USD 681 per MT applies in specified cases involving other producers or exports from China PR.

Documentation requirement for individual rates

Importers seeking a producer-specific duty rate must present a valid commercial invoice to Customs. The invoice must carry a dated and signed declaration by an official of the issuing entity confirming the volume of product, the manufacturer’s name and address, the subject-country origin, and that the information is complete and correct.

If this declaration is not provided, Customs will apply the rate applicable to all other producers. Customs may independently verify the declaration under applicable law.

Key exclusions

The anti-dumping duty does not apply to certain specialised titanium dioxide products, including:

  • Food-grade TiO2: Used in food additives such as food colouring.
  • Pharmaceutical TiO2: Used as an ingredient in tablet film coatings.
  • Skin-care TiO2: Used in cosmetics and sunscreen for UV-absorbing or photocatalytic applications.
  • Textile-use TiO2: Used in producing textiles and fibres for properties such as self-cleaning, UV protection and delustering. This exclusion does not cover TiO2 used as a pigment for printing on textiles, garments, cloth or fabric.
  • Fibre-grade TiO2: Used to deluster artificial fibre, including rutile grade used in dΓ©cor paper at the fibre or pulp stage.
  • Nano or ultrafine TiO2: Material with particle size below 100 nm used in the textile or paint industry.

Duration and calculation

The duty will remain in force for five years from publication in the Official Gazette, unless it is revoked, amended or superseded earlier. Although rates are stated in US dollars per metric tonne, the duty is payable in Indian currency using the applicable government-notified exchange rate on the date the bill of entry is presented.

For valuation, the landed value is based on the assessable value determined under the Customs Act, 1962, including customs duties other than those specifically excluded under the notification.

Commercial impact

The measure raises the landed cost of in-scope Chinese titanium dioxide imports and gives a price-protection mechanism to domestic producers that the government found were harmed by dumped imports. Importers should confirm the product’s end use, particle size, producer identity, origin, export route and invoice declaration before estimating duty exposure.

For affected paint, coatings, plastics, paper and pigment supply chains, the producer-specific rate and documentation quality will be central to the final import cost.
