DGFT Notifies Four New SIONs for Chemical and Allied Product Exports

Dated: 26.10.2026

India’s Directorate General of Foreign Trade (DGFT) has notified four new Standard Input-Output Norms (SIONs) for specified pharmaceutical and chemical products, intended to speed up Advance Authorisation processing and apply consistent input norms across Regional Authorities.

What the Public Notice Announces

Issued on 23 October 2026 under the Foreign Trade Policy 2023, the notice adds SION Nos. A-3715 to A-3718 under Product Group A: Chemical and Allied Products. SIONs define the quantity of imported inputs permitted for producing a stated quantity of export product under the Advance Authorisation framework.

The stated objective is to facilitate the expeditious issuance of Advance Authorisations and ensure uniform application of norms.

Newly Notified Input-Output Norms

Doxycycline tablet formulations

Three new norms cover doxycycline tablet packs in different strengths and pack sizes. Each norm permits doxycycline USP (monohydrate) as the input against one exported tablet pack.

  • SION A-3715: For one pack of Doxycycline Tablets, USP 50 MG 100 S, the permitted input is 54.84 mg of Doxycycline USP (Monohydrate).
  • SION A-3716: For one pack of Doxycycline Tablets, USP 100 MG 50 S, the permitted input is 109.68 mg of Doxycycline USP (Monohydrate).
  • SION A-3717: For one pack of Doxycycline Tablets, USP 100 MG 500 S, the permitted input is 109.68 mg of Doxycycline USP (Monohydrate).

Clobetasol propionate

  • SION A-3718: For the export of 1 kg of Clobetasol Propionate BP/EP/USP, the permitted imported input is 1.08 kg of Betamethasone 17-Propionate.

Why the Notification Matters

The addition of these norms gives exporters a defined basis for seeking duty-free import of the specified inputs used in manufacturing export products. Clear, pre-notified norms can reduce inconsistency in authorisation decisions and support faster processing by DGFT Regional Authorities.

For pharmaceutical exporters, the norms specifically cover doxycycline tablet presentations and clobetasol propionate. For the chemical sector, the clobetasol norm sets a quantified conversion relationship between Betamethasone 17-Propionate and the exported active pharmaceutical ingredient.

Legal Basis and Administrative Details

The DGFT issued the notification using powers under paragraph 1.03 of the Foreign Trade Policy 2023, as amended. It is published as Public Notice No. 36/2026-27 and was issued from File No. 01/82/0026/AM-26/DES-111.

Overall, the notification expands the SION framework for selected chemical and pharmaceutical exports, creating a standardized route for Advance Authorisation applications involving the specified products and inputs.
