CBIC Extends Transitional Period for Sea Cargo Manifest and Transhipment Regulations (SCMTR) Implementation
The Central Board of Indirect Taxes and Customs (CBIC) has issued Circular No. 10/2025-Customs, dated 28th March 2025, extending the transitional period for compliance under the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018 till 31st May 2025.
Key Highlights of the Circular:
- Extension of Transitional Period:
- CBIC has extended the compliance grace period till 31st May 2025.
- This is intended as a final facilitation step to ensure smooth transition to full implementation.
- Penalty Warning:
- Regulation 13 of SCMTR empowers CBIC to impose penalties up to โน50,000 for non-compliance.
- However, CBIC has urged officials not to take penal action during this grace period if stakeholders are genuinely making efforts to comply.
- Stakeholder Engagement:
- Officers are directed to monitor and guide stakeholders during this time.
- Weekly outreach programs will be conducted by Chief Commissioners in collaboration with the Directorate General of Systems to spread awareness and support adoption.
Implications:
- Encourages shipping lines, freight forwarders, and transhippers to prioritize system integration and electronic filing.
- Reinforces CBICโs approach of combining compliance enforcement with facilitation.
- Helps avoid business disruptions or penalties while ensuring the long-term goal of digitized and transparent cargo documentation.
