DPIIT Mandates BIS Standards for Air Coolers and Air Filters
In a crucial regulatory update for manufacturers, importers, and traders in the HVAC (Heating, Ventilation, and Air Conditioning) sector, the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry has issued the Air Cooler and Air Filters (Quality Control) Order, 2025. Published in the Gazette on 30th January 2025, this QCO supersedes the earlier 2023 Order and mandates BIS certification for specified air coolers and air filters.

Scope & Applicability
- All manufacturers, including MSMEs (except exempted micro and small units), must obtain BIS certification under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
- The standard mark of BIS must be affixed to all products covered under the scope of the Order.
Exemptions & Special Provisions
- Domestic Manufacture for Export: Goods manufactured solely for export are exempt.
- Micro Units Registered on Udyam Portal: If investment in plant and machinery is โค โน25 lakhs and turnover โค โน2 crore, and certified by a CA, such units are exempt.
- R&D Exemption: Manufacturers can import up to 200 units annually for research and development purposes, provided:
- They are not sold commercially.
- Disposed of as scrap.
- Year-wise records are maintained and submitted to the government.
- Transition for Existing Stock: Manufacturers already certified by BIS or who have applied for certification may sell stock manufactured/imported prior to the notification date until 31st October 2025, subject to declaration.
Enforcement & Penalties
- Bureau of Indian Standards (BIS) is the designated certification and enforcement authority.
- Non-compliance will attract penalties under the BIS Act, 2016.
