Mandatory BIS Compliance for Aluminium & Alloy Products
In a significant move aimed at strengthening product quality compliance in Indiaβs industrial and manufacturing sectors, the Government of India has notified a new Quality Control Order (QCO) for Aluminium and Aluminium Alloy Products. The QCO, issued under the Bureau of Indian Standards (BIS) Act, 2016, supersedes the earlier 2024 order and will take effect from October 1, 2025 for general enterprises.
This measure is part of the government’s broader push toward ensuring that only certified, standardized products are manufactured or imported into Indiaβespecially in engineering, infrastructure, power, packaging, and aerospace sectors.
Legal Basis of the QCO
This Order has been issued in exercise of powers under:
- Section 16, Section 17, and Section 25(3) of the BIS Act, 2016
- Read with provisions of Scheme-I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018
The QCO makes it mandatory for listed aluminium products to bear the Standard Mark under a valid BIS license.
Scope and Applicability
The Order applies to a wide range of Aluminium and Aluminium Alloy Products, such as:
- Welded tubes for irrigation
- EC-grade aluminium rods
- Aluminium bars, rods, plates, strips, wires, and forgings for general and electrical purposes
- Aluminium foil for pharmaceutical packaging
- Composite panels and aerospace-grade alloy forgings
Exemptions:
- Goods manufactured solely for export.
- Imports up to 200 kg/year for R&D purposes by manufacturers (subject to scrap disposal and reporting conditions).
- Micro and small enterprises (MSEs) get extended compliance timelines:
- Micro units: until April 1, 2026
- Small units: until January 1, 2026

Note: The latest amendments and versions of standards notified by BIS from time to time will apply.
Certification and Enforcement
- Bureau of Indian Standards (BIS) is designated as the certification and enforcement authority.
- All listed products must conform to Indian Standards and bear the Standard Mark under BIS license (Scheme-I).
Penalty for Non-Compliance
Any individual or business violating the provisions of this QCO will be punishable under the BIS Act, 2016, including fines, seizure of goods, and cancellation of import permissions.
