Temporary Restriction on Import of Glufosinate and Its Salts

Effect of the Notification

The notification imposes restrictions on the import of Glufosinate and its salts under the specified HS codes. Specifically:

  • The import of Glufosinate and its salts will be restricted if the combined CIF (Cost, Insurance, and Freight) value and anti-dumping duty, calculated on a per kilogram basis, is less than INR 1,154.
  • For HS code 38089361, the restriction applies if the CIF value is below INR 1,289 per kg, but imports are free for CIF values of INR 1,289 or above per kg.
  • These restrictions will remain in effect for six months from the date of publication of the notification.

Implications for Importers

  1. Compliance with Revised Policy Conditions: Importers dealing with Glufosinate and its salts must ensure that the combined CIF value and anti-dumping duty meet the minimum threshold of INR 1,154 per kg (or INR 1,289 per kg for HS code 38089361).
  2. Certificate of Registration: For certain HS codes, imports will require a Certificate of Registration issued by the Central Insecticides Board & Registration Committee (CIB&RC) under the Ministry of Agriculture & Farmers Welfare.
  3. Temporary Nature of Restrictions: The restrictions are temporary and will be reviewed after six months from the date of publication of the notification.
