Clarification on ECGC Whole Turnover Policy Eligibility under EPM RELIEF Component-II
The Government of India, through the Ministry of Commerce and Industry, has issued Policy Circular No. 01/2026-27 dated April 15, 2026, to clarify the eligibility criteria for exporters seeking support under Component II of the Resilience & Logistics Intervention for Export Facilitation (RELIEF) scheme. This clarification is particularly relevant for those considering the Export Credit Guarantee Corporation (ECGC) Whole Turnover Policy for the first time.
Background: Export Promotion Mission (EPM) and RELIEF Scheme
The Export Promotion Mission (EPM) is a government initiative aimed at boosting India’s export sector. Under this mission, the RELIEF scheme was operationalised via Notification No. 65/2025-26 dated March 19, 2026. The scheme is time-limited and designed to support exporters facing challenges in the Gulf and West Asia region.
Component II: Encouraging Credit Insurance
Component II of the RELIEF scheme specifically encourages exporters to avail ECGC credit insurance cover for consignments destined for delivery or transshipment to specified countries in the affected Gulf and West Asia region. This support is intended to mitigate risks and facilitate smoother export operations in these volatile markets.
Key Clarification: Eligibility for New ECGC Whole Turnover Policy
A major question raised by stakeholders was whether exporters who obtain a new ECGC Whole Turnover Policy for the first time on or after March 16, 2026, are eligible for support under Component II. The circular provides a clear answer:
- Exporters who obtain a new ECGC Whole Turnover Policy for the first time on or after March 16, 2026, are eligible for support under Component II of the RELIEF scheme.
This clarification ensures that new entrants to the ECGC Whole Turnover Policy can benefit from the governmentโs support, thereby encouraging broader adoption of credit insurance among exporters.
Other Provisions Remain Unchanged
It is important to note that all other provisions of Notification No. 65/2025-26 dated March 19, 2026, remain unchanged. Exporters should continue to comply with the original guidelines and requirements outlined in the notification.
Practical Example
Suppose an exporter in India, who has never availed the ECGC Whole Turnover Policy before, decides to obtain the policy on March 20, 2026, to cover shipments to the Gulf region. According to this circular, the exporter is eligible for support under Component II of the RELIEF scheme, which may include financial assistance or facilitation measures as specified in the original notification.
Conclusion
This clarification from the Directorate General of Foreign Trade (DGFT) provides much-needed certainty for exporters considering credit insurance options.
