CBIC Extends Customs Facilitation Measures Amid Strait of Hormuz Closure to Support Maritime Trade
The Government of India, through the Central Board of Indirect Taxes & Customs (CBIC), has issued Circular No. 22/2026-Customs in response to ongoing disruptions in maritime routes caused by the closure of the Strait of Hormuz. This strategic waterway is critical for global shipping, and its closure has significantly impacted international trade and logistics.
Purpose of the Circular
The circular aims to extend the validity of several customs facilitation measures previously introduced under Section 143AA of the Customs Act, 1962. These measures were designed to mitigate the challenges faced by importers, exporters, and other stakeholders due to the maritime disruptions.
Key Highlights of the Extension
- Extended Validity: The facilities and relaxations provided under the following circulars will now remain in force up to 15th May, 2026:
- Circular No. 09/2026-Customs (dated 08.03.2026)
- Circular No. 10/2026-Customs (dated 10.03.2026)
- Circular No. 12/2026-Customs (dated 17.03.2026)
- Circular No. 15/2026-Customs (dated 27.03.2026)
- Circular No. 19/2026-Customs (dated 10.04.2026)
- Circular No. 21/2026-Customs (dated 15.04.2026)
- Unchanged Terms: All other facilities, terms, and conditions as stipulated in the aforementioned circulars will remain unchanged during this extended period.
Impact on Stakeholders
- Importers and Exporters: The extension provides continued relief and operational flexibility, helping businesses manage supply chain uncertainties and avoid penalties or delays.
- Customs Brokers and Logistics Providers: The measures ensure smoother processing of shipments and documentation, reducing administrative burdens during the crisis.
- Government and Regulatory Bodies: The proactive approach demonstrates the government’s commitment to supporting trade and maintaining economic stability amid global disruptions.
Why the Extension Was Needed
The closure of the Strait of Hormuz has led to rerouting of vessels, increased transit times, and logistical bottlenecks. By extending the validity of customs facilitation measures, the government ensures that stakeholders have the necessary support to navigate these challenges without facing additional regulatory hurdles.
Conclusion
The extension of customs facilitation measures up to 15th May, 2026, reflects the government’s responsiveness to evolving global trade challenges. Stakeholders are advised to stay updated with official communications and continue to leverage the available facilities for seamless trade operations during this period.
