Amendments to the Static and Mobile Pressure Vessels (Unfired) Rules, 2016: Key Updates for ISO Tank Container Use
The Government of India has introduced significant amendments to the Static and Mobile Pressure Vessels (Unfired) Rules, 2016, impacting the transportation, storage, and import of compressed gases using ISO tank containers. These changes, notified by the Ministry of Commerce and Industry, aim to enhance safety, streamline permissions, and clarify regulatory requirements for stakeholders in the gas logistics sector.

The amendments, effective from their publication in the Official Gazette, were formulated after considering public objections and suggestions. They specifically address the use of ISO tank containers for compressed gases, updating several rules and forms to reflect current industry practices and safety standards.
Major Amendments and Their Implications
1. Use of ISO Tank Containers for Above-Ground Storage
- New Provision: ISO tank containers may now be used for above-ground storage of compressed gas, provided they are properly anchored to the foundation.
- Certification Requirement: After anchoring, a structural engineer must certify the structural integrity of the installation.
2. Grouping of Mounded Storage Vessels
- Updated Limit: The number of mounded storage vessels in one group may now be increased to nine, offering greater flexibility in storage facility design.
3. Streamlined Permissions and Licensing
- Permission Validity: Permissions for the transport or import and transport of compressed gas in ISO tank containers (Form-LS-2B) are now valid for up to ten years from the date of grant.
- Form Updates: Application and permission forms have been revised to include import permissions and updated fee requirements.
- Omissions: Certain rules and clauses, such as Rule 47 and specific licensing conditions, have been omitted to reduce redundancy and simplify compliance.
4. Safety and Operational Conditions for ISO Tank Containers
The new Form-LS-2B outlines comprehensive safety and operational requirements, including:
- Strict adherence to safety precautions and relevant rules during transportation.
- Mandatory use of spark arrestors on vehicle exhausts (if applicable).
- Supervised mounting/demounting and safety certification by recognized agencies.
- Obtaining all necessary permissions from port, transport, and other authorities.
- Ensuring the tank’s gross weight does not exceed the vehicle’s registered laden weight.
- Loading/unloading only at licensed premises.
- Use of ISO tank containers strictly for the permitted compressed gas.
- Compliance with ISO 6348 marking requirements.
- Periodic inspection as per International Maritime Dangerous Goods (IMDG) standards.
- Repairs only by OEMs or approved agencies.
- Permission letter must be kept in the vehicle at all times.
- Only trained, responsible personnel may operate or attend to the vehicle.
- Vehicles must be attended by at least two persons during transport.
- Vehicles must carry at least two 9-liter fire extinguishers and a 5-meter electrical bonding cable (for flammable gases).
- Loading/unloading restrictions to approved premises, with exceptions for emergencies.
- Prohibition on direct discharge of gas into process vessels.
- No loading if the tank or fittings are defective.
- Strict procedures for engine shutdown, wheel securing, electrical bonding, and supervision during loading/unloading.
- Restrictions on stopping vehicles outside licensed premises.
- No smoking, fire, or ignition sources allowed on vehicles transporting flammable gases.
- Prohibition on carrying passengers in ISO tank container vehicles.
- No alterations to containers or fittings without written sanction.
- Immediate reporting of accidents or incidents to authorities.
Updated Fee Structure and Application Process
- Fee Revision: The fee for granting permission to import and/or transport compressed gas in ISO tank containers has been updated in Schedule-I.
- Application Documentation: Applicants must submit the specified permission fee and supporting documents as per the revised forms.
