Review and Re-allocation of Wheat Export Quotas

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, has issued a crucial Trade Notice on August 10, 2026, regarding the review and re-allocation of wheat export quotas under HS codes 10011900 and 10019910. This article provides a comprehensive overview of the notice, its requirements, and actionable steps for exporters.

Background

Following previous Public Notices (No. 49/2025-26 dated February 24, 2026, and No. 05/2026-27 dated April 30, 2026), the DGFT had allocated specific wheat export quotas to eligible exporters. The latest Trade Notice initiates a review of how these quotas have been utilized and outlines the process for reallocating any unutilized quantities.

Key Requirements for Exporters

Exporters who received wheat export authorizations must comply with the following by August 31, 2026:

  1. Submission of Utilization Certificate
    • Obtain a Utilization Certificate from a Chartered Accountant.
    • The certificate must specify the quantity of wheat exported against the allocated authorization up to August 26, 2026.
    • Include detailed Shipping Bill information.
  2. Request for Additional Quantity or Surrender of Quota
    • If additional wheat is required, or if the exporter wishes to surrender part of the allocated quota, submit:
      • A justification for the request or surrender.
      • Copies of valid export contracts or purchase orders, if available.
  3. Submission Process
    • Email all required documents to sefc-wheatflour-dgft@gov.in by the deadline.
    • For additional quantity requests, also file an amendment application on the DGFT online portal, attaching all relevant documents.
    • Incomplete or late submissions will be rejected.

Re-allocation Criteria

The DGFT has set clear guidelines for re-allocation:

  • More than 50% Utilization: Exporters who have utilized over half of their allocated quota may be considered for further allocation.
  • Less than 50% Utilization: If less than half the quota is used, the remaining quantity may be transferred to a common pool for redistribution, unless valid export contracts or purchase orders are provided.
  • Common Pool Allocation: The DG, DGFT will allocate wheat from the common pool based on the documents submitted by firms.

Consequences of Non-Compliance

Failure to submit the required information by the stipulated deadline may result in:

  • Reallocation of the unutilized quota to other exporters.
  • Potential barring from future restricted export authorizations.

DGFT’s Discretion

The DGFT reserves the right to modify the distribution and allocation process based on the applications received and prevailing circumstances.

  1. Review your current quota utilization and gather supporting documents.
  2. Prepare and obtain the Utilization Certificate from your Chartered Accountant.
  3. Submit all required documents and requests by August 31, 2026, via email and the online portal as applicable.
  4. Ensure all information is accurate and complete to avoid rejection or penalties.
