DPIIT Extends BHAVYA Scheme Round-2 Application Deadline to 31 October 2026 for Development of Industrial Parks
The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, has extended the Second Round of Phase 1 for submission of applications under the Bharat Audyogik Vikas Yojna (BHAVYA) up to 31 October 2026.
The extension is significant for States and Union Territories seeking to submit proposals for the development of industrial parks under the BHAVYA framework.
According to the Office Memorandum issued by DPIIT’s MIIUS Section, applications for development of industrial parks had been invited through the designated portal in two rounds pursuant to the BHAVYA Guidelines issued through an Office Memorandum dated 23 May 2026.
What has DPIIT announced?
- The Office Memorandum records that the question of extending the period for Round-2 was considered at a meeting of the National Level Steering Committee (NLSC) held on 14 September 2026.
- Following those deliberations, it has been decided to extend the Second Round for submission of applications until 31 October 2026.
- Accordingly, eligible authorities now have an additional window to prepare and submit industrial park development proposals under the scheme.
What is BHAVYA?
- The Office Memorandum identifies BHAVYA as the Bharat Audyogik Vikas Yojna and refers to the scheme guidelines issued on 23 May 2026.
- Under those guidelines, applications for the development of industrial parks were invited through the designated portal in two rounds.
- The present Office Memorandum does not amend or reproduce the substantive eligibility requirements of the scheme. Instead, its principal purpose is to extend the Round-2 submission period. The existing BHAVYA Guidelines continue to govern the proposals.

Proposals will continue to be examined under existing BHAVYA Guidelines
The extension should not be understood as a relaxation of the substantive requirements for selection or appraisal.
DPIIT has specifically stated that proposals received will be examined and processed in accordance with the extant BHAVYA Guidelines, including the prescribed:
- eligibility conditions;
- evaluation parameters; and
- appraisal process.
Therefore, the extension changes the submission timeline, but the Office Memorandum does not state that the eligibility or evaluation framework has been relaxed.
This distinction is important. Applicants should use the additional time not merely to complete portal submission, but also to ensure that their proposals satisfy the requirements contained in the underlying BHAVYA Guidelines.
Who should take note of the extension?
- The Office Memorandum is addressed to the Chief Secretaries of all State and Union Territory Governments.
- Copies have also been marked to officials including the CEO & MD, NICDC, indicating the institutional relevance of the extension to the industrial infrastructure development framework.
- For State and UT authorities preparing proposals, the revised deadline provides additional time for finalising project documentation, checking eligibility and ensuring conformity with the evaluation and appraisal requirements prescribed under the scheme.
What does the extension mean in practical terms?
The most important practical consequence is straightforward:
The Second Round of Phase 1 for submission of applications under BHAVYA will remain open up to 31 October 2026.
- Authorities intending to participate should therefore treat 31 October 2026 as the revised submission deadline reflected in this Office Memorandum.
- At the same time, DPIIT has made clear that applications will still be subjected to the existing eligibility conditions, evaluation parameters and appraisal process.
- The additional period therefore represents an opportunity for applicants to strengthen the completeness and compliance of their proposals rather than a dilution of the underlying scheme requirements.
Significance for India’s industrial infrastructure programme
- The extension is relevant in the broader context of industrial infrastructure development because BHAVYA, as described in the Office Memorandum, provides a framework through which proposals for the development of industrial parks are invited and evaluated.
- The additional Round-2 window can assist State and UT Governments in completing proposals that may require coordination across departments, project planning and compliance with the prescribed scheme parameters.
- However, the present Office Memorandum is narrowly focused on the extension of the application period. It should not by itself be read as modifying the financial structure, eligibility thresholds, project-selection criteria or other substantive conditions contained in the original BHAVYA Guidelines unless such changes are separately notified.
Key takeaways
DPIIT has extended the Second Round of Phase 1 under BHAVYA until 31 October 2026. The extension was considered by the National Level Steering Committee at its meeting on 14 September 2026.
The scheme relates, in the context of this Office Memorandum, to applications for the development of industrial parks, which had been invited through the designated portal in two rounds.
Most importantly, only the submission period has been extended through this Office Memorandum.
Proposals will continue to be examined under the extant BHAVYA Guidelines, including their eligibility conditions, evaluation parameters and appraisal process.
