DGFT Notifies 5,841 MT Sugar Export Quota to the EU for 2026β27
The Government of India has notified an allocation of 5,841 metric tonnes (MT) of sugar for export to the European Union under the tariff-rate quota (TRQ) system for the 2026β27 quota year. The allocation covers the period from October 2026 through September 2027.
Issued by the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry, the public notice sets out the export framework, certification process, and implementing authority for Indian sugar exporters seeking to use the EU quota.
What the quota covers
The notified quantity applies to exports of sugar classified under HS Code 17010000. Sugar exports from India to the EU under this TRQ are designated as βFreeβ, subject to the restrictions and conditions specified in the applicable export notification.
A tariff-rate quota allows a specified volume of goods to enter a market under preferential or defined tariff conditions. For Indian sugar exporters, the 5,841 MT allocation establishes the volume available for shipment to the EU through this mechanism during the quota period.
APEDA will operate the quota
The Agricultural and Processed Food Products Export Development Authority (APEDA), New Delhi, has been named as the implementing agency for the quota. APEDA will manage the operational process for exports of TRQ items to the EU, including matters related to exporter eligibility and allocated quantities.
This centralizes quota administration under the agency responsible for supporting and facilitating Indiaβs agricultural and processed-food exports.
Certificate of Origin requirements
Where a Certificate of Origin is required to obtain preferential treatment for sugar exports to the EU, it will be issued by the Additional Director General of Foreign Trade, Mumbai.
The certificate will be issued based on APEDAβs recommendation regarding:
- The eligible exporting entity
- The quantity for which the entity is eligible under the quota
Exporters must also comply with any other EU-specific certification requirements applicable to sugar shipments. The quota allocation does not replace those separate product, customs, quality, or destination-market obligations.
Reporting obligations remain in force
The notification confirms that the existing reporting requirements for sugar exports under the relevant DGFT notifications will continue to apply. Exporters using the quota should therefore ensure that their export documentation and reporting align with the prescribed procedures.
Why the notification matters
The announcement provides a defined export opportunity for Indian sugar suppliers targeting the EU market during 2026β27. It also clarifies the administrative route: APEDA operates the quota, while the DGFTβs Mumbai office issues Certificates of Origin when needed for preferential exports.
The notified 5,841 MT allocation is the key limit for exports under this EU TRQ arrangement for the October 2026 to September 2027 period. Businesses seeking to participate must meet the applicable quota, certification, and reporting conditions.
