2. Gas Cylinders (Second Amendment) Rules, 2026

  • Omission of Rule 48: Rule 48, which previously governed certain safety and operational aspects, has been omitted, indicating a shift in regulatory focus or consolidation of provisions elsewhere.
  • Simplified Documentation: The requirement to submit item (vi) under FORM C for license applications has been removed, reducing administrative burden.

3. Draft Gas Cylinders (Third Amendment) Rules, 2026 – Special Focus on CNG Mobile Refuelling Units (MRUs)

  • Definition and Approval: CNG MRUs are now clearly defined as mobile assemblies for dispensing CNG, requiring approval from the Chief Controller of Explosives.
  • Stringent Safety and Operational Protocols:
    1. Ownership and Approval: Only authorized City Gas Distribution companies can own and operate CNG MRUs.
    2. Emergency Shutdown Systems: MRUs must have fail-safe, manually operable emergency shutdown systems accessible from at least two locations.
    3. Designated Refuelling and Parking: Refuelling and parking must occur only at approved, well-ventilated, and designated locations.
    4. Safety Distances: Minimum distances from buildings and boundaries are specified based on storage capacity (e.g., 4 meters for up to 4500 liters, 5 meters for 4500–10,000 liters).
    5. Physical Barriers and Signage: Dispensing areas must be physically protected and display warning signs in multiple languages.
    6. Supervised Operations: Refuelling must be supervised by trained personnel, with comprehensive record-keeping and regular safety checks.
    7. Equipment Standards: All cylinders, hoses, and fittings must meet national or international standards and undergo periodic testing.
    8. Restricted Use: MRUs cannot be used for public retail dispensing in unauthorized locations.
    9. Incident Reporting: Any accidents or incidents must be immediately reported to relevant authorities.
